The Decline of Roswell

Back in 1988, when Don Schmitt and I began our investigation into the Roswell case, there were no documents available, other than newspaper articles and a single report from the FBI. The newspaper reports were less than accurate with misspellings of names, and descriptions of the debris. The FBI document, which was based on an interview with Major Kirton (misspelled as Curtan in the FBI report) suggested that the object found was a weather balloon and a radar reflector. It also mentioned that this analysis was not verified by other sources.

It is unclear in the report if the FBI called the 8th Air Force to find out what was happening or if Kirton had called the FBI to tell them about the recovery. Given the timing of the telex and breaking news, it is more likely that Kirton had called the FBI. That actually isn’t overly important here. I just thought I would mention it as an interesting observation.

Neither the newspaper articles nor the FBI telex do anything to help us understand the Roswell case. There is too little information in them for any conclusive analysis. We are left with questions about the identity of the object found and both the telex and the newspapers can be used to support almost any explanation for Roswell.

But that isn’t the whole story and here I will probably annoy my pals who accept Roswell as an alien spacecraft crash, and may even offend those who believe the answer can be found somewhere on Earth. Since Don and I began our work, other documents have surfaced and been brought into the discussion.

One the first, which was published in its entirety in The MUFON UFO Journal for July 1985, is a top-secret report entitled Air Intelligence Report No. 100-203-79 and dated December 10, 1948. There is another version of it, or rather the same report, but it is dated April 28, 1949. Neither version of this report makes mention of crash recovered debris, and in fact, says that the origin of the objects cannot be determined. The thinking is that the men responsible for the report, who had top security clearances, would have been able to learn about the Roswell crash had it happened. Since they make no reference to it, this is circumstantial evidence that there wasn’t a crash.

There was a caveat in that report. The officers involved suggested that there needed to be better communication among the military branches to ensure a free flow of information. There could have been some project or information that would have explained everything about the flying saucers if such a free flow existed. In other words, this doesn’t exclude Roswell.

Karl Pflock, among others, found another document that reported on the Scientific Advisory Board Conference held on March 17 – 18, 1948, in the Pentagon. Colonel Howard McCoy was discussing Project Sign, the number of reports they had received, suggesting that there was something important going on. He said, “I can’t tell you how much we would give to have one of those crash in an area so that we could recover whatever they are.”

McCoy was the intelligence officer at Wright Field and the Air Materiel Command. He was Nathan Twining’s intelligence officer. If there had been a crash near Roswell, McCoy would have been involved in the study or reverse engineering of anything recovered. In fact, McCoy had been involved in the first of the investigations of unidentified aerial phenomena starting with the Foo Fighters in WW II. He was the guy who knew everything about them and was, you might say, Twining’s “go to guy.” If there had been a crash he would have known about it.

There are those who say, me among them, that had Roswell involved the crash of an alien spacecraft, it would have been classified top secret. Given that, McCoy was restricted from mentioning this in a briefing that was only classified as secret and some of the participants in it might not have held the proper security clearances to hear top secrets.

But I have always worried about that analysis. While he might not be able to discuss a crash in a conference that was only secret, I wondered why bring it up at all. If none of the participants was thinking in terms of a crash, he had just planted the idea in their minds. True, he had told them that nothing had been recovered and if you know something doesn’t exist, you are not inclined to look for it. Still this was not a good idea. He planted the seed.

This wasn’t the only time that McCoy had brought up the possibility of crash debris. In a letter sent up the chain of command, to those who would have held the proper security clearances and who would have had the need to know. He expressed the same thought. Crash recovered debris would go a long way to answering questions about the identity of the flying saucers.

McCoy sent that letter to the Chief of Staff on November 3, 1948, discussing flying saucers. This was a recap of what they knew, or thought they knew about the “Flying Objects.” In paragraph 8, McCoy wrote:

The possibility that the reported objects are vehicles from another planet has not been ignored. However, tangible evidence to support conclusions about such a possibility are completely lacking.
This becomes more worrisome. McCoy would have no expectation that this letter would be seen by anyone other than those to which it was addressed and it was going to the top guy in the Air Force. He wouldn’t be telling stories out of school and he wouldn’t dare lie. If there had been a crash, he was writing to those who would know about it; more importantly these were the people who had to know about it. They might not have all the specifics, but they would know that there had been a crash of something that was highly unusual. They would know that the craft had been built somewhere else, meaning not on Earth. McCoy would have no reason to lie to them about a crash because of who he was addressing in the letter.

Here's where we stand on this. The documentation that does exist, that came from identified government sources, signed by the men involved who we are able to vet, suggest that they know nothing of crash recovered debris. Being who they were and what their jobs were, they would have known and the discussion would take a different track.


For those believing Roswell involved the crash of an alien spacecraft, this has to be worrisome. It is arrayed against testimony that suggests otherwise. The problem is that it is just testimony and over the years much of that testimony has been found to be inaccurate. The longer we investigate the more of these testimonies have fallen by the wayside.


There is some compelling testimonial evidence of a crash but there is this documentation that suggests otherwise. While that documentation might not completely close the door, it is certainly narrowing the possibility. As I say, for those of us who do attempt to look at all the evidence, this is quite worrisome.

Mantell, Ruppelt and Blue Book

Bob Koford inadvertently opened a can of worms with a couple of his comments about the Mantell case. Using much of the Project Blue Book case file, he suggested that the balloon explanation didn’t work because the balloon was only at 20,000 feet and that a witness at Vanderbilt University had been watching it but saw no sign of Thomas Mantell’s F-51. Besides, the information suggested that Mantell hadn’t climbed above 20,000 feet and that he had left his wing men at
Mantell
15,000 in his attempt to get closer to the UFO.

This didn’t match much of what I remembered about the case and took a look at the Blue Book file. In it, I found documentation that was somewhat at odds with what Koford had written. I found a report written on January 21, 1948, by Captain Lee Merkel of the Kentucky Air National Guard. Merkel, in a section called “Investigation Disclosed,” he wrote:

k. At 18,000 feet, Lt. Clements attempted to pull up close to the flight leader and signal him with hand signals to listen out on Channel B…
m. At 20,000 feet, Lt. Clements advised Captain Mantell that their ETA for Standiford had elapsed…
o. At approximately 20,000 feet, Captain Mantell called the flights attention to an object at 1200 o’clock… (Copied as written).
p. Captain Mantell’s transmission was garbled, but Lt. Clements stated he mentioned something about going to 25,000 feet for 10 minutes.
q. At 22,500 feet, Lt. Clements advised flight leader [Mantell] that he was breaking off to lead other wingman back to Standiford Field.
s. At the time Lt. Clements and Lt. Hammond broke off from the flight (22,500) Captain Mantell was observed climbing directly into the sun.
Those aren’t the only indications of the pilots operating above 14,000 feet without oxygen. In another document which is labeled, “Description of the Accident,” it was noted that “One pilot left the flight as the climb began, the remaining two discontinued the climb at approximately 22000 feet… Captain Mantell was heard to say in ship to ship conversation that he would go to 25000 feet for about ten minutes…”

All that seems straight forward and indicates that the pilots were far above the 14000 foot altitude where regulations required that they go on oxygen. So where did this idea come from that suggested 15000 feet as the altitudes where Clements and Hammond turned back but Mantell continued to climb?

Part of the confusion might be from T/Sgt Quinton A. Blackwell who was in the Godman Tower and who quoted Mantell as saying, at 15000 feet, “Object directly ahead and above me now and moving at about half my speed. It appears metallic and tremendous in size. I’m trying to close in for a better look.”

Captain Gary W. Carter, also in the tower, said that Mantell said that the object was going up and forward as fast as he was and that Mantell said, “…going to 20000 feet and if no closer will abandon chase.”

(I will note hear, apropos of nothing, that Colonel Hix, in the tower said that Mantell said the object was traveling at about half his speed and that Lt. Orner, also in the tower, said he heard Mantell say the same thing. It is also important to note that Blackwell reported that Mantell said, “It appears metallic and tremendous in size.)

Ed Ruppelt, who is often considered the authority on all this, included the Mantell case in his book, The Report on Unidentified Flying Objects. Looking at some of what Ruppelt wrote about the case, I begin to wonder if we might have given

Ruppelt too much credit. On page 48 of the Ace paperback edition, Ruppelt wrote, “Saucer historians have credited him with saying, “I’ve sighted the thing. It looks metallic and tremendous in size…” While this sentence seems to suggest that the statement was invented by UFO researchers, it is found in the official record and Ruppelt had to know that.

Ruppelt then wrote that the two wing men had levelled off at 15,000 feet and were trying to communicate with Mantell. Ruppelt wrote:

He [Mantell] had climbed far above them by this time and was out of sight. Since none of them had any oxygen they were worried about Mantell. Their calls were not answered. Mantell never talked to anyone again. The two wing men levelled off at 15,000 feet, made another fruitless effort to call Mantell, and started to come back down. As they passed Godman Tower on their way to their base, one of them said something to the effect that all he had seen was a reflection on his canopy.

Ruppelt never wavers from this 15,000 feet or that Mantell had tried to get to 20,000 feet. He goes on to explain that in the training of pilots and crewmen, they are exposed to the problems of high altitude flying and have “it pounded into to [them], ‘Do not, under any circumstances, go above 15,000 feet without oxygen.’” Ruppelt tells us that no one ever got above 17,000 in the altitude chamber tests in training without experiencing adverse effects from altitude, but experiments made long after this event suggest that many humans will be able to remain conscious at 20,000 feet for about ten minutes. Some are able to stay conscious longer and many not quite so long. If Mantell had said he was going to 25,000 feet and circle for ten minutes before starting to descend, he had no chance. Useful consciousness at that altitude is about three minutes. After he trimmed his aircraft to climb, he passed out and the F-51 continued to climb until it rolled over and began a powered dive that resulted in it breaking up. Mantell did not attempt to stop the dive nor did he attempt to bail out. The canopy latches were all closed.

Interestingly, several others who wrote about the Mantell case such as T. Scott Crain, Jr. in the MUFON Journal, reported on the higher figures mentioning that the wing men broke away before Mantell reached 22,500 feet. Given that an illustration in the article is from the Blue Book files, it is clear that Crain had the same information as the rest of us today.

Here’s the point I find it somewhat disturbing. Ruppelt suggests that they never really climbed above 15,000 feet though the official record suggests otherwise. I’m not sure why Ruppelt did that unless he was attempting to protect the pilots involved and removed the information that they had violated regulations. He does report that Mantell said that he was going to 20,000 feet and then said nothing more. But the documentation available suggests that 25,000 is the proper figure.

The information about the sighting near Vanderbilt, which is in Nashville, doesn’t seem to have any relevance to the Mantell case. Ruppelt does seem to believe the Skyhook balloon explanation and suggested that it was launched from Clinton County. Ohio. Some researchers, looking at the data including winds aloft suggest that the balloon would not have been in the location reported on that day and is ruled out. Others aren’t quite so sure. I will note that winds aloft data is often spotty, wind directions vary radically as altitude is increased and the Skyhook balloons often reached altitudes of 60,000 feet, or some 35,000 feet (nearly seven miles) above Mantell. That might explain Mantell’s comments about the object moving away from him at the speed of his aircraft. It was much higher than he thought, misjudged the size and was fooled by all that.


The real takeaway here, for me, was Ruppelt’s attitude. He seemed to suggest that some of the quotes attributed to Mantell were rumors spread by UFO researchers. Now that we have access to the Blue Book files, we learn that Ruppelt’s comments were misleading because the phrase, “It appears metallic and tremendous in size,” is found in the official documentation.

The Socorro Landing and Corroborating Witnesses


The problem with the Lonnie Zamora, Socorro, UFO sighting was that it was single witness. There were hints that others might have seen something, but the names never seemed to surface. Opal Grinder, who managed a gas station in Socorro, told Dr. J. Allen Hynek that a family had stopped for gas and the father had said something about the aircraft flying low over the town. Grinder didn’t understand the significance of the statement at the time and he didn’t know who the man was. There was no credit card receipt so there was no way to track them and they have never come forward to tell their tale, if they had one to tell.

On April 29, 1964, just days after the sighting, two men who lived in Dubuque, Iowa, told the local newspaper that they had seen the UFO. Paul Kies and Larry Kratzer, who had been in New Mexico to retrieve a boat that had been left behind, when they drove through Socorro. The story that appeared in the newspaper was fairly inaccurate. Since no one had actually talked to them since that initial report, Iowa UFO researcher, Ralph DeGraw decided he would some fourteen years later. According to an article that he published in The UFO Examiner in September 1978 and republished in The MUFON UFO Journal in October 1978, DeGraw recounted what he had learned.

He wrote, “Although the circumstances such as the time, location, etc. were described the same by both men, descriptions of what they saw were entirely different!”

Kies, according to DeGraw, said that he had seen a cloud of dust followed by black smoke. He thought they were about a mile away, and that it was coming up, from the ground. There seemed to be something bright and shiny in the smoke. He wasn’t sure if the reflection, as he called it, had been from the low hanging sun, if it was reflecting from something on the ground or if an object was emitting the light. At that time, he didn’t think about having seen a UFO.

Kratzer told DeGraw that they were about a mile west of Socorro when he saw a cloud of black smoke coming from the ground ahead of them. Kratzer said that he pointed it out to Kies and watched as a saucer or egg-shaped object lifted off vertically, from the black smoke. He wasn’t sure how far away they had been, especially since it had been so long (fourteen years) ago. He thought it was about one-half to a mile away and might have been a thousand feet in the air.

He said that after it had climbed vertically out of the smoke, it leveled off and then disappeared behind the black smoke that was coming out of the rear. He said that the object itself was shiny silver with a row of darker, mirror-like windows that he assumed wrapped around the craft. There was a red Z toward the right end of the object. It made no noise and when DeGraw asked what he thought it was Kratzer said that it might have been a vertical lift aircraft.

They drove on into Socorro and stopped for gas. He thought that Kratzer might have mentioned the sighting to the attendant but he wasn’t sure. There might have been an attempt by some, certainly not DeGraw, to suggest that these were the people that Opal Grinder had seen, but Grinder was sure that it had been a man and woman and their three children.

Kies said they were listening to the radio late that night, as they headed back to Iowa, when he heard about the Zamora sighting. They realized that they might have seen the same object after it had taken off but said nothing about it to others until they arrived back in Dubuque.

DeGraw wasn’t impressed with the testimonies. He noted that the stories differed from one another and that neither matched very closely that given by Zamora. It suggested that they had made up the story, and while that certainly is a possibility, it would seem that had that been the case, one or the other might have said that to DeGraw, especially since it have been nearly a decade and a half since they had talked to the newspaper reporters.

I’m not sure that these discrepancies found in the stories after so long are all that significant. They did agree on the general descriptions and it is only some of the details that are different which could be explained by the time elapsed and the different perspective of the witnesses. I’ve always worried about two guys from Dubuque, Iowa, being in a position to see this but their explanation of that seems reasonable. They called the newspaper when they got home, so it was all recorded, however inaccurately by the newspaper, at the end of April 1964.

If the two men did see something outside of Socorro on April 24, 1964, then it suggests that something unusual was seen by Zamora. This would seem to reduce the possibility of a hoax. It makes the case stronger, and sometimes, after all these years, that’s about the best that can be hoped for.
