Roswell Solved: I Think Not

 

A little more than thirty years ago, a conflict erupted in the Roswell case when it was discovered that in a picture of Brigadier General Roger Ramey, portions of a document he held could be read. Anyone with an engagement of the picture and a magnifying glass could see that it mentioned Fort Worth, Texas and weather balloons. There was one interesting word that most researchers agreed on and that was disk. Given that the date of the photograph was established as July 8, 1947, and that it was Ramey who held it, the obvious conclusion was that the document related in some fashion to the Roswell UFO crash.

Everyone agrees that something fell near Corona, New Mexico, sometime in early July 1947, and everyone agrees that Major Jesse Marcel, Sr., of the 509th Bomb Group, stationed at the Roswell Army Air Field, along with Captain Sheridan Cavitt of the Army’s Counterintelligence Corps, had traveled to the site of the wreck. They recovered debris which they transported to the air field either late on July 7 or early on July 8. At this point, the consensus deviates dramatically. One is the theory of an alien off-world spacecraft and at the opposite end is weather balloons with rawin radar reflectors.

Attempts to read the entire document held by General Ramey, who commanded the Eighth Air Force, were sparked by the theory that this document, with an undisputed provenance relates to the Roswell crash case. The negative for the picture is held in the Special Collections Library at the University of Texas at Arlington. The photograph, taken by J. Bond Johnson, was donated to the library, along with thousands of others taken by Fort Worth Star-Telegram reporters and photographers over the decades.

There are those who dismiss the importance of this photograph and the information contained on what is called the Ramey Memo because, what “crashed” near Corona, New Mexico in early July 1947 was nothing more than weather balloons and rawin radar reflectors which were part of the top-secret Project Mogul. The nature of the project was the reason for the secrecy and the cover story that was handed to the press.

The trouble with this scenario is that the balloon launches in New Mexico were part of an attempt to create a constant level balloon, meaning an array of balloons that would remain at a constant altitude for a long time. The project was using off the shelf weather balloons and rawin radar targets. Nothing in New Mexico was classified and a report of those experiments, along with several photographs, was published in newspapers around the country on July 10, 1947.

One of the project engineers in New Mexico, Charles Moore, told me that the June 4, 1947 launch, which is the culprit in the case, contained no rawin targets which argues against the authenticity of the debris displayed and photographed in General Ramey’s office on July 8.

Well, to be perfectly accurate, what he told me was that Flight No. 4 was configured just like that of Flight No. 5. Flight No. 5, according to the documentation, contained no rawin targets. The question then becomes, if Flight No. 4 had no rawin targets, where did the rawin target photographed in Ramey’s office originate?

Flight No. 5, which, according to the documentation was the first successful flight in New Mexico, raises an additional question. Since there was no data captured by Flight No. 4, and that, according Dr. Albert Crary’s field diary and field notes, was cancelled, the next question is where did the debris found by Mack Brazel originate. It certainly wasn’t part of Project Mogul.

Both Jesse Marcel, Sr. and Thomas Dubose, who appear in other photographs taken in Ramey’s office at time, when shown those pictures said that it wasn’t what had been brought from Roswell. Johnny Mann, a reporter for WWL-TV in New Orleans, accompanied Marcel to Roswell for an interview conducted in the early 1980s. Mann showed Marcel one of the pictures of the debris taken in Ramey’s office. Marcel told Mann that the debris displayed there was not what he had found on the Brazel (Foster) ranch. And Mann told me that during an interview at his home in Amarillo, Texas, in the mid-1990s.

Thomas Dubose was interviewed in his home by Don Schmitt and Stan Friedman in the early 1990s. Dubose was quite clear that the material photographed was not samples of the debris recovered on the Brazel ranch. According to Dubose, the debris had been switched.

If the debris in Ramey’s office was not what had been found in New Mexico, then what relevance does studying that debris have? Since it was not what was found, it has no importance in learning about the Roswell crash.

Where does that leave us? Flight No. 4 was cancelled, according to Dr. Albert Crary’s field notes, and if it was cancelled, then it couldn’t have left the debris found by Mack Brazel. As noted, Charles Moore told me that Flight No. 4 was configured in the same way as Flight No. 5, which contained no rawin targets. That means that even if we concede that Flight No. 4 was launched, it had no rawin targets and therefore couldn’t have scattered the metallic debris in the field.

There is one other minor point often overlooked in this discussion. The records suggest the proposed launch of Flight No. 4 was June 4, 1947. That means it laid in that field for nearly a month before it was discovered by Mack Brazel. Bill Brazel told Don Schmitt and me, repeatedly, that his father was in that particular field nearly every day. Brazel reported the debris only a day or two after he found it. If that is true, and there is no evidence to contradict Bill Brazel’s claim, then what was found was not the remnants of Flight No. 4.

All of this means is that no matter what interpretation is put on an examination of the photographs taken in Ramey’s office, they prove nothing about what fell. That debris is a substitution for the real debris. Any conclusions drawn from those photographs, as related to the debris, are moot. They mean nothing to understanding the overall case.  

That takes us back to the document held by General Ramey. That photograph becomes important to the Roswell case because, if we can read the text, we might learn something of relevance. But the latest interpretation has little to nothing to do with what was photographed. We are directed to a picture of Jesse Marcel, Sr., crouched by the debris, holding a piece of it. Sticking out to the left is a small stick, that appeared to have had part of the foil material from the rawin target attached to it.

In enlargements of that picture, and now in a colorized version of it, there appeared to be some markings on the stick. According to one interpretation, these markings resemble the embossed lettering that Jesse Marcel, Jr., said that he had seen on what he called an I-beam. If true, them this takes us right back to rawin targets and the June 4, 1947 balloon launch.

This claim was examined thirty years ago when the controversy first erupted. Those same blobs were suggested as what Jesse Marcel, Jr. had mistaken for specific alien symbols that might represent off-world writing. Marcel himself said that those blobs didn’t look like anything he had seen on the remains of the debris.

The circumstances suggest that those blobs were nothing more than the residue of the glue to attach the foil to the support structures of the rawin target.

What we have here, is evidence that Flight No. 4, the culprit in all this, was cancelled. Charles Moore contradicts this documentation by claiming that Flight No. 4 was launched in the dark, in cloudy weather in violation of the regulations under which they operated. He said that the launch was at 2:30 or 3:00 a.m. in contradiction with Albert Crary’s field notes which indicated the flight had been cancelled at dawn because of clouds. Dawn was two and half to three hours after that alleged launch.

Moore claims that Brazel had found the remains of the June 4 balloon array nearly a month later. Remember, Bill Brazel said that an important water station for the livestock was in the field so that his father would have been there every other day and in some cases every day. Mack Brazel complained to family and friends about the big mess and wondered who was going to clean it up.

Tommy Tyree, who was a sometimes ranch hand helping Brazel, told Don Schmitt and me that the sheep refused to cross the field that was densely packed by the debris. Brazel had to drive them around it. Of course, had it been a Mogul array, Brazel could have picked it up himself in about twenty minutes, especially since the arrays created in New Mexico were two thirds the length of those launched in the East Coast.

All the evidence, when examined dispassionately, tells us that the balloon wreckage in Ramey’s office has little to do with the Roswell case. Clearly, it was meant to cover up a much bigger secret and since the experiments being conducted in New Mexico were not classified, that secret had to be something else.

That leaves us with the Ramey memo and what it might say. That document could be the smoking gun. The problem there is that current technology doesn’t allow us to provide a consensus interpretation of most of the memo. Artificial Intelligence might be able to resolve this problem. But at the moment we haven’t had any luck with AI.

1. Besides Mogul's own documents, multiple official histories list the Mogul flight of June 5, 1947 (Flight #5) as the FIRST balloon flight of its type in New Mexico. There is no mention anywhere of a Mogul flight the previous day (June 4, the presumptive "Flight #4").

2. A Mogul "Flight #4" never existed until 1994 when the A.F. Pentagon counterintelligence team invented it out of whole cloth to try to derail NM Congressman Steven Schiff's inquiry into Roswell. These were the same guys responsible for security and counterintel on Air Force Special Access Programs (SAPs) or Black Projects, such as development of Stealth aircraft. These weren’t impartial aviation historians.

3. There was an intended flight of a Mogul on June 4, but it was cancelled on account of cloudy weather. They substituted a so-called "service flight", which was sometimes done to salvage something useful for the day's work. In this case, Crary's diary said they send up a sonobuoy in a cluster of balloons.

4. Such a service flight would be designed to NOT stay aloft long nor travel far, to avoid drifting off the White Sands range and into civilian air space, where CAA regulations would take effect. It certainly would not require any sort of constant-altitude control equipment of a real Mogul, nor would it need tracking equipment like a radiosonde or radar targets, though it conceivably could have carried these. But we also know from Mogul records there is no record of using radar targets and radar tracking until the early July series of Moguls. The two recorded June flights (Flight #5 and #6 on June 7) are documented as NOT having radar targets, both in their schematics and absence of radar tracking.

5. It would also require far fewer balloons and rigging than a regular Mogul, such as the real Flight #5 the next day which had 28. You would only need sufficient balloons to loft a test sonobuoy, which weighed about 13 lbs. The standard 350 gm weather balloons were typically inflated to loft about 2 pounds (900 gm), but documentation also shows them sometimes hyperinflating to 2100 gm (4.5 lbs lift). Mogul documents also show they needed about 10% lift beyond balloon weight to get 800-1000 ft/min rise rates. Thus only 4 overinflated 350 gm balloons would be more than adequate to lift the test sonobuoy, and being overinflated would keep the rise time and distance traveled short. Alternatively, they also used even larger, so-called 1000 gm "lifter" balloons, attached to get Moguls to high altitudes as quickly as possible. These were typically inflated to provide 3000-4000 gm lift (6.5-8.7 lb), so only 2 of these would be adequate to rapidly lift a sonobuoy.

6. The point is a real service flight like this would require only a tiny fraction of the weather balloons of a real Mogul, would not travel far nor stay up long enough (given the winds) to get anywhere near the Foster Ranch crash site and account for a huge debris field (square mile according to Marcel in 1947 news stories or 200 yards across according to Brazel).

7. In Fort Worth, Gen. Ramey said all was accounted for by a standard singular weather balloon and radar target. Weather officer Newton agreed, and when I interviewed him in 2000 was still of that opinion. When I measured the debris from the FW photos using a 3D ray tracer, all was accounted for by one target and maybe one weather balloon (which would have fit in a shoe box). Ramey also denied anything else being found, such as standard weather balloon equipment like a radiosonde.

8. What Air Force debunkers with the help of Mogul engineer Charles Moore tried to do was conflate real, much larger Mogul flights, with non-recorded, much smaller "service flights". It had to be a real, large, fully-configured Mogul flight to allegedly account for all the debris, large debris field, and long flight time required in this inane theory to explain things with a balloon flight. Simultaneously, it had to be a nothing "service flight" to account for the complete absence of anything in official records. And ultimately in Ramey's office it ended up nothing more than a standard, singular weather balloon and radar target, only a few percent of the debris of a real Mogul like Flight #5.

9. To the debunkers, however, the tiny amount of balloon debris in the Fort Worth photos is completely consistent with the recovery of a Mogul balloon. Actually it is much more consistent with weather officer Newton’s opinion that it was a standard, singular weather balloon/radar target combo that could have come from any number of weather stations. He said it back then and in the present.

What are your thoughts about the supposed leaked document by Christopher K Mellon concerning the Kingman Arizona? He mentions the crash as if it happened. I've read your research into the case and believe it to be a hoax.

I just re-listened to Thomas Jefferson DuBose's testimony when he was in his eighties. He emphatically said that the "cover-up" was ordered by superiors (General Clements McMullen) in Washington. He should know... he was there with General Ramey and Jesse Marcell for the famous photos taken by James Bond Johnson. I struggle to think his testimony was made-up or mis-remembered. I still don't understand how sceptics/debunkers can discount the first-hand eyewitness testimony of so many people who saw and handled the debris, describing its anomalous nature.

I'm surprised to see no comments to date... of course Roswell is a long way from being solved, although a lot of people have already made up their minds either ET or Mogul.

Mellon's document is nothing more than a couple of guys exchanging an email about the Kingman crash but there is no substance to it. We don't know who the other guy is and we don't have much evidence, other than opinion. We need more than an email that one of the guy to another and suggesting that there is something interesting here.

Regarding the Ramey memo, there has been good to unanimous agreement on about 40-50% of it for the last 15-20 years, as I detailed on one of my webpages: http://www.roswellproof.com/ramey_memo_compare.html

This includes the critical "VICTIMS" word. As discussed with Kevin on his podcast with me last June, latest scans and enhancements leave no question any more that the last letter is indeed "S" and not "G". Also the "T" is now also visible (though not nearly as distinct as some of the other letters. Thus we can eliminate various proposed words with "ING" endings, such as VIEWING, FINDING, and VENTING. In fact, the ONLY English word that can fit the clearly visible letters and historical context is VICTIMS.

You don't need to read the whole thing to see that the whole Mogul balloon premise is bogus. Mogul balloons were not manned and couldn't have victims. Of course, you can imagine scenarios where there could have been casualties, such as a plane running into one and crashing, or some supersecret manned balloon project. But there is absolutely no evidence that anything like this happened. (Nick Redfern and Annie Jacobsen tried to conjure up such a scenario, but there really was no evidence.)

It might be worth a blog with some of the latest images so people can see for themselves that the last letter of this critical word is indeed "S" and not "G".

Well Nitram, here is the evidence in favor of VICTIMS:
1. A comparison of multiple reads shows that 2/3rds of serious readers reading by eye agree the word is VICTIMS. (Hence the "good" agreement part of my statement.) Also a web poll I've had running for the last 20+ years has 79% agreeing. (But self-selecting, "pro-UFO", so not a random, scientific poll. See http://www.roswellproof.com/Critical_Phrases.html )
2. The latest image enhancements show the last letter is clearly "S", thus eliminating all the "ING" words that have been proposed, such as "VIEWING". 3. Computer probability rankings rate VICTIMS the top word in letter probability.
4. Another test by skeptic Ross Evans reducing the word to individual letters and letting 2000+ CAPTCHA readers guess at what the letters were came up with V I ? ? I M S, or VICTIMS (only possible English word given those letters). Evans wrote me that a "vast majority" of these context-free readers came up with these letters.

I can't think of any clear evidence on the skeptical side pointing to another viable word. I'm highly confident the word is VICTIMS.

Hi David

As we know there is a big difference between "good" and "unanimous". I also think you "may" be correct.

However, since we have never been "visited", the word surely cannot be "VICTIMS" as this makes no sense!

Seriously however, John Russ stated that the last three letters were clearly "ING". Like you this is just an opinion. He thought the word was "VENTING"

A recent book by David Jones has another word - also ending with ING.

What I am trying to say is that the word "VICTIMS" seems about as clear as a foggy San Francisco night during an eclipse...

I asked chatGPT what are the most plausible possible texts based on the words that are known.

ChatGPG gives these possible variants:

ariant 1: "The disk is recovered at the ranch... Victims of the wreck... You will forward to Fort Worth, Texas."

Variant 2: "In the disk they will find the remains of the... Army officers from Roswell have been... recovered."

Variant 3: "Weather balloons from Roswell operation... recovered remains... urgent action is necessary to transport to..."

Variant 4: "The object found resembles a weather balloon... remains of the wreckage... shipped to Wright Field by special flight."
